What exactly does an IAS officer do?

I can write more than ten pages describing various powers of IAS. But, Gaurav Dwivedi Sir, IAS Chattisgarh Cadre who brought about PDS reform in the state, nicely summed up all in one line -
" An IAS officer has the ability, opportunity and freedom to innovate and improve the life of a poor man. "
for those who want to know " the ten page answer"
You can refer CrPC to know the powers of Executive Magistrate and its role in maintainance of law and order, esp Section 107- 110, 133,144 and 176. You can refer to Tenancy Laws to understand powers of Collector and the kinds of powers he has to deal with matters related to land in his revenue court. You can likewise refer to National Disaster Management Act to know powers of Chief Secretary and District Magistrate in Disaster Management preparedness and relief.
You can refer Arms Act, Drugs License Act, Essential Commodities Act, and many such acts more than 300 in number to know about the power vested in DM through these acts.
A District Magistrate is the chairperson of atleast 80+ committee in the district ranging from banking to education to health.
And this is not the exhaustive list of powers of DM itself, leave aside various roles he takes up in his career as IAS.
